Create translations initially as "deleted"

Description

We have a problem with people clicking on "Translate" and then just hitting the back button or closing their browsers, so we have lots of translations lying around that aren't really translations. Currently the translation form will delete the translation if "cancel" is pressed, but apparently many just press the back button.

This could be fixed by creating all translations initially in the state "deleted", and moving them to the "public" state when the translation form is first saved.

This might be a bit problematic because at the moment if something is deleted it seems to be automatically removed from Translations.

If restored - then this resource will no longer be shown as translation.

(In [1804]) Worked with translations. Fixed #1403, fixed #1369, fixed #1408 and created a management view for translations: if things get messed up, some translation is notvisible where it should be, manager has an option to view and edit which resources are linked to which.
