(feature request from _offray from LeMill IRC.)

When adding tags to resource (content, tool, etc.) it would be nice to see tags that other people have used.

This would mean showing top n tags for that content type, maybe within that language. It would help emerging folksonomies, by removing redundancy between different spellings.
