Users can make a course where the students can do inquiries with an unlimited inquiry span.

Yes, progressive inquiry is an example of such a model and Fle3 has this feature in its knowledge building module. My point is that the structural description (xml-description) of a course (or learning object) should not have any constraints on how many times you can do an activity.
