After improving content in the Toolbox, the teacher wants to make it visible in the Portal. Since the content visible in the Portal is restricted, the content must be reviewed.

The teacher has a link along the lines of "Propose this for Portal publication", which basically submits the content for review. Appointed reviewers in the Portal will check the submission and either accept or retract it. Accepted resources are made visible in the federation via the Portal repository.
