User would like to make his/her own template. It can be different for each material that he/she wants to share. The template is responsible for the layout (visual) of the LOs.

No, we are nott going to have template editor. I agree with Teemu:

"I also agree with Laszlo that the template system should be designed so that one can design new skins into it. However, I think designing new templates is an expert's job and there is no reason to provide it for the basic user. This means that we do not need an UI for editing the templates but UI to “add” new templates." (#426)

This means that we must have a "template markup language" in XML?

I think yes, it would be very useful. It would be an important thing, and make easier to create many new template. With this feature, we could split the Plone development and template development. With this solution, people (experts!) can make templates without Plone knowledge (for example people how good in teaching, and webdesign, but not really programmers).
