When a user modifies content based on Creative Commons, no change in the license is allowed.

Actually the content is edited in the system, so no upload is necessary. But enforcing the licence (not allowing the user to change it) is necessary.

This ticket was made on the background of the dialogue we had with teachers in Norway and is seen from a school-structural point of view. Some schools in Norway would maybe (based on limited resources) like to use, but not contribute to the community. We should maybe enforce some sort of contribution (Common creatives being a suggestion).

We probably cannot force uploading of content that the user has downloaded to his own system. Unless we install some kind of backdoor... :-P
