This study reports on how IMS Learning Design (IMS LD) can inform the development of a Toolbox for the creation of pedagogical templates and learning objects. Concepts like activity, roles, environments and routing are important aspects for expressing basic needs in advanced pedagogical models. Using an Activity Theoretical framework we have identified that IMS LD seems to have some problems providing dynamic group behaviour and advanced routing. Currently there are no adequate IMS LD compatible learning environments, which means that, if the Toolbox exports learning objects on IMS LD format, then few learning environments in Europe will be able to use them.
